Herbert L. Carter, III (Bert) is in his 15th year with the Sun Belt Conference office in 2020-21 after being named the league's Associate Commissioner, Chief Financial Officer in August 2006.
At the Sun Belt office, Carter oversees all of the league’s finances, budgeting and business operations.
Carter also serves as the league’s day-to-day liaison to the conference's third-party sponsorship and marketing rights holder. He is routinely involved in matters related to the Sun Belt Conference Executive Committee and the league’s Chief Executive Officer's.
He currently serves as a member of the College Football Playoff Audit Committee, the College Football Playoff Budget Operations Committee and previously served five years on the NCAA Postgraduate Scholarship Committee. Carter is also a member of the College Athletic Business Management Association.
Carter received his undergraduate degree in accounting from the University of New Orleans. The New Orleans native is a Certified Public Accountant and has an extensive background in accounting and tax. He is a member of the American Institute of Certified Public Accountants and the Louisiana Society of Certified Public Accountants.
Carter, his wife Jennifer, their two sons, Patrick and Evan, and daughter Meredith, live in Metairie.
